يستوطن ما يقارب ثمانمائة ألف يهودي، داخل الضفة الغربية في رام الله، والخليل، وقلقيلية، وجنين، ونابلس، وطوباس، وأريحا، والبيرة، وبيت لحم، وطولكرم، وسلفيت، والقدس الشرقية، أي نحو (176) مستوطنة، و(186) بؤرة استيطانية، وكان هناك بضعة مستوطنات في قطاع غزة، فككتها إسرائيل عام (2005)، بموجب فك ارتباط أحادي الجانب من طرف إسرائيل.
أنشأت إسرائيل هذه المستوطنات غير القانونية، بعد احتلال الضفة والقدس والقطاع، عام (1967)، وأخضعتها لسيطرتها الأمنية، مما أدى الى تقليص مساحة الضفة الى (58) بالمئة، (42) بالمئة منها للمستوطنات، وكانت شيدت ثمانية عشر مستوطنة في سيناء، فككتها عام (1982)، بعد اتفاقية السلام الموقعة بين مصر وإسرائيل في عهد حكومة بيغن، وحكومة السادات، زمن الرئيس الأمريكي كارتر، عام (1979).
وكانت محكمة العدل الدولية، والمجتمع الدولي، صوت بالأغلبية ضد هذه المستوطنات والبؤر السرطانية، واعتبرها تشكل خرقاً واضحاً للقانون الدولي، وإتفاقية جنيف الرابعة، وكان مجلس الأمن الدولي عام (1979)، تبنى القرار (448) الذي ينص على اعتبار مستوطنات الضفة، والقدس الشرقية، غير قانونية، وغير معترف بها دولياً.
لكن إسرائيل ضربت القرارات الدولية بعرض الحائط، واستمرت في بناء المستوطنات، المعترف بها من قبل الحكومات الإسرائيلية، وتلك البؤر التي لا تعترف بها، لكنها في ذات الوقت تغض البصر عن بناء المئات منها، حتى وصل عددها الى ما يتجاوز مئتي بؤرة سرطانية في الضفة والقدس الشرقية.
من الخطأ أن نردد مقولة؛ المستوطنات تشكل عقبة أمام السلام، كما تشير الدول الغربية دائماً، لأن المطلوب هو إنهاء الإحتلال أولاً؛ أهم من تفكيك المستوطنات، إن إقامة الدولة الفلسطينية كاملة السيادة، سيؤدي الى زوال المستوطنات والبؤر السرطانية، أو أن يدين السكان اليهود في الضفة الغربية بالولاء الكامل للدولة الفلسطينية.
ملاحظة: تعتبر المستوطنات خلايا سرطانية لا تسيطر فقط على الطرق بنسبة (50) بالمئة، والغابات بنسبة (90) بالمئة في الضفة الغربية، إنما تصل سيطرتها على (87) بالمئة من موارد الضفة الغربية الطبيعية، مما يحرم مئات آلاف السكان من التنمية والاستفادة من ثروات وطنهم.

In 1979, the UN Security Council adopted Resolution (448), which stipulates that the settlements in the West Bank and East Jerusalem are considered… Illegal and not internationally recognized.
But Israel ignored international resolutions, and continued to build settlements, which are recognized by Israeli governments, and those hotspots that they do not recognize, but at the same time it turned a blind eye to the construction of hundreds of them, until their number reached more than two hundred cancer hotspots in the West Bank and Jerusalem. Eastern.
It is wrong to repeat the saying; Settlements constitute an obstacle to peace, as Western countries always point out, because what is required is to end the occupation first; More important than dismantling the settlements, the establishment of a fully sovereign Palestinian state will lead to the disappearance of the settlements and cancerous hotspots, or the Jewish population in the West Bank to pledge complete loyalty to the Palestinian state.
